Evaluation in the Public Interest: Participation, Politics and Policy

You are invited to participate in an extraordinary opportunity for reflection, debate and learning about the potential and prospects of the evaluation discipline.

Following training and professional development sessions, this conference, the major European evaluation event of 2010, will probe basic issues about the role of evaluation in a democratic society.

The EES conference, a cross-border forum for evaluators in government, academia, the voluntary and the private sectors, provides a unique platform for strategic exchanges about the nature and prospects of evaluation in a complex, interdependent and uncertain operating environment.
How can evaluation contribute to citizens’ participation in the decisions that affect their lives? How can it challenge politics to respond to popular expectations? How can evaluation shape policy in the public interest? What are the politics of evaluation?


The conference will feature eminent keynote speakers as well as expert presentations on contemporary evaluation themes, new evaluation research findings, exchange of experience through examination of case studies, interactive panel sessions and plenary debates on overarching evaluation policy issues, etc.
The conference will illuminate a variety of issues and dilemmas that impact on the theory, practice and governance of evaluation. Specifically, evaluators from all over Europe and beyond are invited to submit proposals for papers, panels and posters relevant to the following strands:

  1. Evaluation theory and practice (knowledge, guidelines, ethics and capabilities).
  2. Evaluation and the democratic state (interface with politics).
  3. Evaluation and public policy (participation and empowerment)
  4. Evaluation of sector policies and programs.
  5. Evaluation in developing and transition economies


The conference will be held in Prague, a major European cultural centre. Participants will have an opportunity to enjoy the warm hospitality and the rich historical heritage of the Czech Republic, its music, its monuments, its castles and its gardens.
